Թույլ չենք տա, որ Ղարաբաղով գին վճարվի քաղաքական ուղղություն փոխելու համար

ՀՅԴ Բյուրոյի ներկայացուցիչ Հրանտ Մարգարյանի` «Արարատ» հեռուստաընկերության «Հարցազրույց» հաղորդաշարին տված հարցազրույցի ամբողջական սղագրությունը:
Արտահերթ խորհրդարանական ընտրությունների եւ արտաքին սպառնալիքների մասին ենք այսօր խոսելու: Մեր հյուրը Հայ Յեղափոխական Դաշնակցության Բյուրոյի ներկայացուցիչ Հրանտ Մարգարյանն է:
– Մի քանի օր է մնացել քարոզարշավին, ինչ նախապատրաստական աշխատանքներ են ընթանում Դաշնակցությունում եւ ինչ մարտավարություն եք ընտրելու այս յուրօրինակ քարոզարշավի եւ ընտրությունների համար:
-Մենք քարոզարշավը տանելու ենք այնպես, որ մեզ է հատուկ: Մենք ակտիվացնելու ենք մեր շարքերը, մեր կառույցը, կազմակերպությունը, եւ որովհետեւ քարոզարշավի ժամանակահատվածը շատ կարճ է, փորձելու ենք օգտվել մեր կազմակերպական կարողականություններից: Կառույցը պետք է աշխատի , որպեսզի մենք հաջողություն ունենանք: կարծում եմ, այլապես կարող է հաղթել միայն ամբոխավարությունը, որովհետեւ տրամաբանական խոսքը այս տաս օրվա ընթացքում հնարավորություն չունի կայանալու, շրջանակ ստեղծելու, մթնոլորտ ստեղծելու եւ համոզելու:
-Դուք ոչ մրցունակ եք լինելու այս պայմաններում, եթե անեք դասական քարոզարշավ: Դուք ասում եք, մեզ բնորոշ քարոզարշավ, եթե անեք այնպիսին, ինչպիսին արել եք նախորդ ընտրությունների ժամանակ:

– Դուք ասելո՞ւ եք, որ չպետք է զիջենք Ղարաբաղի հարցում, որովհետեւ այսօր հստակ մարտահրավերներ ենք տեսնում:
-Այո, բնականաբար:
– Մինչեւ վերջ անկեղծ ե՞ք լինելու ձեր ընտրողների հետ պարոն Մարգարյան:
-Մենք միշտ ենք անկեղծ եղել անցած 28 տարվա ընթացքում, եւ ոչ միայն անցած 28 տարվա, անցած 128 տարվա ընթացքում, եւ անկեղծ ենք լինելու մինչեւ վերջ, ուրիշ ելք չունենք: Մենք տարբերվում ենք բոլոր քաղաքական կուսակցություններից մի հարցում՝ մյուս կուսակցությունները պահի հաջողության խնդիր ունեն, ա՛յս պահին հաջողություն արձանագրելու: Մենք ունենք շարունակական հաջողություն արձանագրելու խնդիր: Մենք չպետք է անենք մի բան, որ մեզ հաջորդող սերունդը , մեզ հաջորդող Դաշնակցությունը ամաչի դրա համար:
-Պարոն Մարգարյան հիմա սկզբունքայնությունը մոդա չէ, Դուք ինքներդ էլ կփաստեք:
-Մենք այնքան մեծ ենք, որ մոդայով չպետք է առաջնորդվենք, այնքան մեծ ենք, որ պիտի առաջնորդվենք միայն մեր ազգի եւ հայրենիքի շահով, անկախ նրանից, թե ներկա ժամանակահատվածում ինչն է գնահատվում: Անկախ ամեն ինչից, մենք դրան հավատարիմ ենք մնալու, հավատարիմ ենք մնալու մեր ժողովրդին, մեր հայրենիքին, մեր հողին եւ հային: Հավատարիմ ենք մնալու, որովհետեւ մեր էությունն է դա: Մենք ամեն ինչ չենք անի, որ շատ քվե բերենք, մենք կանենք այնքան, որ մեր ժողովրդի գիտակից քվեն ապահովենք:
-Բայց այդ գիտակից քվեի փաստը արձանագրվեց Երեւանի ընտրությունների ժամանակ, թե՞ դրանք տարբեր ընտրություններ են պարոն Մարգարյան:
– Ես կարծում եմ, որ Երեւանի ավագանու ընտրությունների ժամանակ այդ գիտակից քվեն չարձանագրվեց :
-Ի՞նչ հույս ունեք որ խորհրադարանական ընտրություններին կարձանագրվի, այսինք այս մեկ ամսվա ընթացքում ի՞նչ փոխվեց:
– Այո, ես գիտեմ որ վտանգ կա, վտանգ կա, որ առաջիկա օրերին նորից կեղծ օրակարգեր կստեղծվեն, նորից ձերբակալություններ կլինեն, մթնոլորտը կթեժանա, այն կտանեն մեկ այլ ուղղությամբ: Կարղ են սա անել: Հարցն այն է, որ այս ընտրությունները մեր կյանքի միակ նպատակ չեն:: Այսօր մենք կարող ենք չունենալ լավ արդյունք, բայց ես վստահ եմ, որ 3 ամիս հետո, 6 ամիս հետո, 9 ամիս կամ մեկ տարի հետո մենք կունենաք շատ լավ արդյունք: Մենք այդ կազմակերպությունն ենք. լուրջ, ծանրակշիռ, մենք օրվա պահի համար չէ, որ աշխատում ենք: Մենք չենք աշխատում, որ Արմեն Ռուստամյանին վարչապետ դարձնենք: Դա չէ մեր կյանքի նպատակը:
-Բայց ժողովուրդը սիրում է պահի տակ արված հայտարարությունը պարոն Մարգարյան:
-Ես կարծում եմ, նույն ժողովուրդը կարող է գնահատել, թե ով է լուրջը, հետեւողականը, սկզբունքայինը, կայունը՝ այս ժողովրդի եւ այս հայրենիքի զավակը: Մեր ժողովուրդը կարող է դա գիտակցել: Մեզ քննադատում են, հաճախ ասում են՝ երեւակայական աշխարհում եք եւ նման բաներ, բայց մեզ հարգում են: Հարգում են, որովհետեւ գիտեն ՝ մենք հայրենասեր ենք, գիտեն, որ մենք ժողովրդի շահերին չենք դավաճանի, գիտեն, որ մենք այս հարցում լուրջ ենք եւ սա է ամենակարեւորը, եւ սա ամենամեծ ձեռքբերումն է, որ Դաշնակցությունը բերել է: Կարող է դա չդառնա ինչ որ պահի քվե, բայց մի օր անպայման կդառնա վերաբերմունք եւ վիճակ ստեղծող կացություն:

-Ժողովրդի մի ինչ որ մասի է դա դուր գալիս: Բայց ես կարծում եմ օր-օրի ժողովրդի մի մասը, սկսել է մտահոգվել, դժգոհել, ի՞նչ է տեղի ունենում այս երկրում: Մի առիթով, վերջերս ասել եմ, հիմա մենք փորձում ենք ողջ ժողովրդին հանցագործ տեսնել: Այն բոլոր շերտերը, որ պայմանների բերումով , կացության բերումով, ճարահատ կամ մթնոլորտի ազդեցության տակ, մանր չարչիական մակարդակի անօրինական գործողություններ են արել, դրանք խոշորացվել, բերվել են առաջին պլան, եւ մարդկանց սկսել են ահաբեկել: Գյուղապետ ես, եթե այսպես չաշխատես, եթե սրան չքվեարկես, եթե այսինչ ուժի հետն համագործակցես, մենք գործ կսկսենք քեզ հետ: Դպրոցի տնօրեն ես՝ նույնպես, ուսուցիչ ես ՝ նույնպես, պաշտոնյա ես՝ նորից նույնպես: Իսկ սա մեր ժողովրդի մի կարեւոր մասն է: Խոսքս չի վերաբերվում այն խոշորներին, որոնք մեծ թալանի են մասնակից եղել: Բնականաբար մեծ թալանի մասնակիցներից ոչ մեկը չպետք է ներվի եւ բոլորն էլ պետք է պատասխան տան:
-Ոչ մեկը նստած չէ այսօր պարոն Մարգարյան:
-Գիտեմ, այդ առումով ես խնդիր չունեմ, իսկ ինչ վերաբերվում է մարտի 1-ին, այստեղ հարցը շատ ավելի լուրջ է: Լավ, քանի տարի է անցել մարտի 1-ից, բայց մեր ժողովուրդը անընդհատ մարտի 1-ի պատանդի վիճակում է: Նախկինները դատում էին ներկաներին, ներկաները դատում են միայն նախկիններին: Եվ սա հավատք չի ներշնչում, որ ի վերջո իրականությունը պետք է բացահայտվի: Իրականությունը պետք է բացահայտվի եւ փակվի այդ էջը, այդ վերքը պետք է սպիանա ժողովրդի մեջ, չի կարող դա անընդհատ վերք մնա մարմնի վրա: Դա վերք է, բայց այդ վերքը բուժելու համար, սպիացնելու համար՝ այլ միջոց է պետք: Գուցե ճիշտն այն է, որ բոլորս դիմենք միջազգային որեւէ անկախ ատյանի, որ անաչառ քննություն անցկացնի: Եվ քննի ոչ միայն Ռոբերտ Քոչարյանին, քննի նաեւ Լեւոն Տեր-Պետրոսյանին, Նիկոլ Փաշինյանին եւ հանցավորները իսկապես պատասխան տան իրենց հանցանքի չափով: Իսկ երբ հարցը դրվում է, որ մեղադրանքներ են հնչում, որոնք մեկնաբանության եւ սուբյեկտիվ մեկնաբանության շատ բաներ են պարունակում իրենց մեջ, այդ մեղադրանքներով կարելի է դատել նաեւ այսօրվա իշխանավորներին, որովհետեւ զարմանալի է, ինչու մեկ պարագայում դա հանցանք է, մեկ այլ պարագայում հանցանք չի: Սրանք խնդիրներ են, որոնց դեպքում, ես կարծում եմ, որ արդեն մեր ժողովրդի համբերությունը չարաշահվում է: Բարեբախտաբար մենք մարտի 1-ին ոչ այս կողմն ենք եղել, ոչ այն: Եվ եղել ենք այն ուժը, որ կանխատեսել է մարտի 1-ը եւ փորձել է ամեն ինչ անել, որպեսզի կանխենք, որ դա տեղի չունենա, որպեսզի զոհ չունենանք, որպեսզի մեր երկիրը չխայտառակվի, բայց չհաջողեցինք: Մենք այս ու այն կողմում չենք եղել, մենք այդ մեղավորների շարքում չենք, բայց մի ակնկալիք ունենք, վերջապես ճշմարտությունը պետք է պարզվի: Եվ ճշմարտությունը կբացահայտվի միայն անաչառ դատական համակարգի շնորհիվ:

-Երբ ասում եք՝ վրեժ լուծի մարտի 1-ով, ի՞նչը նկատի ունեք, Նիկոլ Փաշինյանը ումի՞ց է վրեժ լուծում:
– Ես կարծում եմ, Նիկոլ Փաշինյանը փորձում է օգտագործել պարագան: Օգտագործել հանգամանքը քաղաքական հաշվեհարդարների համար: Ես ասում եմ, ժողովուրդը չի հավատում դատական այս համակարգին: Որքան ուզում է Նիկոլ Փաշինյանը երդում–պատառ լինի, որ ինքը դատական համակարգի մեջ խառնված չի, բայց ինձ եւ ինձ նման քաղաքացիների համար պարզից էլ պարզ է, որ եթե մի դատական համակարգի մեջ 11 դատավոր ինչ որ հանցանք գործած մարդկանց հարցը քննում են եւ բոլորին ազատում են, եւ մյուս կողմից նույնանման գործի պարագայում ոչ մեկին չեն ազատում, նշանակում է դատական համակարգը ուղղորդվում է: Ով ինչ ուզում է ասի, բայց սա է իրականությունը. դատական համակարգը ուղղորդվում է, սուտ է այն, որ ասում են մենք չենք միջամտում, եւ քանի դեռ այսպիսին է իրողությունը, ոչ ոք չի հավատալու, ոչնչի չի հավատալու: Իսկ մեզ ճշմարտությունն է պետք: Ես շահագրգռված կողմ չեմ այս հարցում, ես այնքան եմ շահագրգռված, որ ուզում եմ ճշմարտությունը բացահայտվի: Ես չեմ լսել Դավիթ Շահնազարյանն ինչ է ասել, բայց տրամաբանությունն ինձ ասում է, այս պայմանների մեջ միակ բանը, որ կարող է ճշմարտությունը բացահայտի եւ վստահություն ներշնչի եւ մեկ անգամ ընդմիշտ փակի այս էջը, հավանաբար միջազգային անաչառ, անկողմնակալ ատյանը պետք է լինի, որ զբաղվի այս հարցով: Ցավոք, մենք չենք կարողացել ստեղծել վիճակ, որ մարտի 1-ով, ինչպես նախկինում նախորդները դատեցին ներկաներին, այսօր ներկաները չդատեն նախորդներին եւ ճշմարտունը չմնա չբացահայտված:

-Ամենակարեւոր հարցը կա:

-Այո, բայց որը բխում է մեր արտաքին քաղաքականությունից: Այսինքն, մենք արտաքին քաղաքականությամբ ինչ նպատակ ենք հետապնդում: Մի կողմից, թվում է, որ մենք նպատակ ենք հետապնդում կարգավորել եւ տրամաբանական հարթակի վրա բերել մեր եւ Ռուսաստանի հարաբերությունները, մյուս կողմից՝ լռելյայն, բայց ոչ արդեն այդքան լռելյայն մեկ ընթացք է՝ օրիենտացիա փոխելու, կողմնորոշում փոխելու, դեպի գունավոր հեղափոխությամբ ճանապար գնալու. այս երկուսն էլ կա: Ինձ համար հարցը սա է. ուզում եմ հավատալ , որ այն ճիգը, որ իսկապես թափվում է Ռուսաստանի հետ հարաբերությունները շտկելու եւ արժանապատիվ փոխհարաբերություններ ստեղծելու, մեր շահերից մեկնած փոխհարաբերություններ ստեղծելու՝ պետք է, որ արդյունավորվի: Դա իր տրամաբանության մեջ պետք է համոզիչ լինի: Ինձ համար մտահոգիչ է, ես չգիտեմ, բայց ենթադրում եմ, ճիշտ է, եթե ասեմ, որ մայիսից այս կողմ Հայաստան զինամթերք չի մտել:
-Շատ պատասխանատու հայտարարություն է:
-Դա Ղարաբաղի ապագայով պայմանավորվա՞ծ է, թե՞ ոչ: Պատերազմի մեջ եղած ժողովուրդ ենք մենք, պատերազմի մեջ եղող երկիր ենք մենք, ո՞վ է սրա պատասխանը տալու: Վերջապես արտաքին քաղաքականությունը նշանակում է հաջողություն, հաջողություն մեր շահերը պաշտպանելու, հաջողություն մեր անվտանգությունը ապահովելու իմաստով: Արտաքին քաղաքականությունը հաջո՞ղ է եւ ես կարողանո՞ւմ եմ մեր շահերը պաշտպանված տեսնել:
-Օր ու մեջ Նիկոլ Փաշինյանն ասում է Ռուսաստանի հետ հարաբերությունները փայլուն են:
-Ասում է փայլուն են, բայց փայլո՞ւն են: Փայլուն են, բայց զինամթերք չի մտնում Հայաստան: Փայլուն են, բայց մեկ էլ տեսնում ես, որ ինքը մի կադրային քաղաքականություն է գործադրում, որն ամբողջությամբ հակառուսական է: Մինչեւ երեկ հակառուսական տրամադրություններ ունեցող մարդկանց տրվում են բանալի պաշտոններ: Ես չեմ ասում, որ մենք պետք է խեղճանանք Ռուսաստանի հետ հարաբերություններում: Ոչ: Առնվազն իմ կազմակերպությունը ներկայացնող անձը չի կարող նման բան ասել: Մենք նման բանի հավատացած չենք, բայց հավատացած ենք մի բանի՝ մեր շահերը կարողանո՞ւմ ենք ապահովել: Ես Ռուսաստանի շահերի մասին չեմ խոսում, ես խոսում եմ մեր շահերի մասին: Եթե մենք նպատակ ենք դրել Ռուսաստանի հետ մեր հարաբերությունները շտկել եւ դրա համար գին ենք վճարում, Սիրիա խաղաղապահ զորք ենք ուղարկում, թույլ ենք տալիս, որ ռուսները գան այստեղ ամերիկյան ընկերություններին քննեն: Բաներ ենք անում, որ ենթակայի կեցվածք է եւ ոչ թե համահավասարի կեցվածք: Մյուս կողմից ՆԱՏՕ 4 բժիշկ ենք ուղարկում մասնակցելու զորավարժությունների, որի շահը որտե՞ղ է մեզ համար: Ես չգիտեմ, կան անտրամաբանական քայլեր: ՀԱՊԿ-ի դեպքը, որքան էլ որ Բելառուսի նախագահը եւ Ղազախստանի նախագահը անարդարացի են, ճիշտ չեն եւ սխալ են: Որքան էլ որ ասենք, բայց մենք պետք է կարողանա՞նք այնտեղ հաջողել: Դիվանագիտությունը դա է, որ մենք կարողանանք մեր շահերը առաջ տանել, ոչ թե կոնֆլիկտներ ստեղծենք, կոնֆլիկտներ ստեղծելով մենք Հայաստանի շահը չենք ապահովում, մենք դժվարություն ենք ստեղծում մեզ համար: Դիվանագիտությունը, քաղաքականությունը այն միջոցն է, որով մենք պետք է կարողանանք մեր հաջողությունն ապահովել: Ես սկսում եմ նույնիսկ հանկարծ մտածել, կարող է միտումնավոր է կոնֆլիկտը ստեղծվում, որովհետեւ գուցե վերջին նպատակը դեպի արեւմուտք շարժվելն է: Դա էլ ինձ համար արգելված հարց չէ, տաբու չէ, բայց մենք ջրանցումի ժամանակ ձիերը չենք փոխելու: Մենք պատերազմի մեջ ենք: Այդ պատերազմի հարցով մենք պետք է պատասխանն իմանանք: Դեռ ավելին ասեմ, Արեւմուտքը մեզ ձեռք է երկարելու Թուրքիայով:
