«Ազատության» հետ հարցազրույցում ՀՅԴ Բյուրոյի ներկայացուցիչ Հրանտ Մարգարյանը նշեց, որ այդ հարցի շուրջ երկու օր առաջ բանակացություններ են ունեցել Հանրապետության նախագահ և իշխող կուսակցության ղեկավար Սերժ Սարգսյանի հետ:
«Մենք մինչև վերջին հանրաքվեն, երբ մեզ ասում էին, մենք երդվում էինք, որ ոչ մի խոսակցություն չկա մեր և իշխանության միջև կոալիցիայի հարցով: Մենք այդ միշտ ասել ենք: Մինչև այս պահը, որ ես Ձեզ հետ խոսում եմ, նման որևէ բան մեր մեջ տեղի չի ունեցել և չի ունենում: Այսօր պիտի ասեմ, որ այսօր տեղի է ունենում, և ես թաքցնելու խնդիր չունեմ: Հարցը նրանումն է, որ, այո՛, մենք պատասխանատվությամբ ենք գնացել նոր Սահմանադրության ընդունմանը: Դաշնակցությունը մեծ բեռ է վերցրել իր վրա, Դաշնակցությունը մեծ պատասխանատվություն է վերցրել՝ համոզումով, հավատքով գնալով սահմանադրական փոփոխություններին: Եվ այսօր մենք չենք կարող պատասխանատվություն չկրենք այդ առումով, այդ Սահմանադրությունն իրագործելու առումով, այդ Սահմանադրությունը կյանքի վերածելու իմաստով: Դրա համար մենք համաձայն ենք համագործակցության», – ասաց Հրանտ Մարգարյանը:
Մարգարյանի խոսքով՝ առայժմ դժվար է ասել, թե իշխանության հետ համագործակցությունն ինչ ձև կստանա, որովհետև դեռ գտնվում են «բանակցությունների նախնական փուլում»․ – «Եղել է առաջարկությունը, և մեզ համար դա սկզբունքորեն ընդունվել է, որ պետք է ունենանք համագործակցություն Սահմանադրությունը կյանքի վերածելու իմաստով: Բայց ուրիշ որևէ խոսակցություն առայժմ տեղի չի ունեցել»:
ՀՅԴ Բյուրոյի ներկայացուցիչը նաև դժվարացավ նշել՝ իշխող կոալիցիայի մաս են կազմելու 2017-ի խորհրդարանական ընտրություններից առա՞ջ, թե՞ հետո․ – «Ես դեռ չեմ կարող ասել, որովհետև իրականության մեջ իրական կոալիցիա կարող է լինել խորհրդարանական ընտրությունից հետո: Որովհետև կուսակցությունները խորհրդարանի մեջ մեծամասնություն ունենալու համար իրար պետք է պետք ունենան: Դա է իրական կոալիցիան»:
Թուրքիայի հարցում Սերժ Սարգսյանի քաղաքականության պատճառով իշխող կոլաիցիան 2009-ի ապրիլին լքած Դաշնակցությունը հետագայում «Բարգավաճ Հայաստան»-ի, Հայ ազգային կոնգրեսի ու «Ժառանգության» հետ խստորեն քննադատում էր Հանրապետականին, սակայն որոշ ժամանակ անց դուրս եկավ նաև ընդդիմադիր քառյակից՝ պաշտպանելով Սերժ Սարգսյանի նախաձեռնած Սահմանադրական փոփոխությունները․ – «Ես շատ լավ գիտակցում եմ, որ այսօրվա բարոյահոգեբանական մթնոլորտի մեջ մեզ ձեռնտու չի կոալիցիայի անդամ լինել, որովհետև նոր խոսակցությունների, նոր քննադատության․․․ Թեպետ միշտ եղել է դա: Հիմա էլ կլինի: Գիտեմ, որ քաջություն պետք է այս պայմանների մեջ այդ պատասխանատվության տակ մտնելը: Բայց ես ուրիշ ելք չեմ տեսնում այս երկրի վիճակը փոխելու: Այո, ներսից էլ պետք է փոխենք, դրսից էլ պետք է փոխենք»:
Անցած տարիների ընթացքում Դաշնակցությունը շարունակաբար պնդում էր, որ իշխող կոալիցիա կմտնի միայն իրենց առաջադրած յոթ կետերի կատարումից հետո: Հրանտ Մարգարյանը մեզ հետ զրույցում չհստակեցրեց՝ արդյո՞ք այդ պահանջները կատարվել են, չմանրամասնեց նաև, թե նոր կառավարությունում ՀՅԴ-ին ի՞նչ պաշտոններ են տրվելու:
«Ես կարծում եմ, որ ժողովուրդը հուսահատված է քաղաքական ուժերից, բայց ժողովուրդը նաև ճանապարհ է ցույց տալիս: Ժողովուրդը հենց այն ճանապարհն է ցույց տալիս, որի մասին են խոսում մենք արդեն մի քանի տարի․ որ, այո՛, մենք ուրիշ ելք չունենք, բացի այն, որ ընտրությունների միջոցով պետք է իշխանափոխություն տեղի ունենա: Եվ դա հնարավոր է, և դա կարելի է»:
Երբ դաշնակցակական գործչին հիշեցրինք, որ 1991թվականից ի վեր ընտրությունների միջոցով երբեք իշխանություն չի փոխվել, իսկ ընդդիմադիրներն էլ միշտ պնդել են, որ ընտրությունները կեղծվել են, Մարգարյանը արձագանքեց․ – «Հիմա ես չեմ կարող ասել, որ 1991 թվականից մինչև այսօր ընտրությունները նույն չափով, նույն մասշտաբով, նույն խորությամբ, նույն մեծությամբ կեղծվում են: Ես հավատացած եմ, որ օր-օրի ժողովրդի մասնակցությունը, ակտիվության չափը մեծանում է: Ընդունում եմ, որ կեղծվում են, բայց ես տեսնում եմ նաև զարգացման պրոցես»:
Սահմանադրական հանրաքվեից հետո ընդդիամդիր ուժերը հայտարարեցին, որ դրա արդյունքները կեղծվել է, Դաշնակցությունը չբացառեց, որ կեղծիքներ եղել են՝ պնդելով, սակայն, որ հանրաքվեն կայացած է:
«Որ բոլոր ընտրություններում կեղծիք է եղել՝ անշուշտ այդպես է: Բայց կեղծվել բառը շատ բացարձակ հասկացողություն է և վտանգավոր հասկացողություն է: Իսկապես, երբ որ մենք այս ընտրություններին ասում ենք, որ, այո՛, մենք ընդունում ենք, որ կեղծիք եղել է, բայց կեղծիքը ո՞ր չափով է եղել․․․ Մենք ի վիճակի չենք այդ գնահատականը տալ, սա փաստ է: Հեշտ է ասել՝ կեղծվել է․․․ 90 տոկոսո՞վ, 95 տոկոսո՞վ, թե՞ 51 տոկոսով, թե՞ 48 տոկոսով․․․ Ոչ ոք չափման միավոր չունի: Սա ոչ թե այս ընտրությունների պարագայում էր: Նախորդ ընտրությունների պարագայում էր, երբ Դաշնակցությունն ասում էր, որ կեղծված է եղել, հայտարարություն է տվել, բայց արդյունքները ընդունել է, որովհետև այլ ելք չի եղել»:
